Narrative:

On visual approach in moderate turbulence, with light to moderate snow squalls, the visibility was poor with this approaching snow squall and aircraft was taking off on runway 19. I had a near miss at teb. The aircraft was a saberliner taking off on runway 19 and I was entering south of the field downwind. The saberliner passed under me about 500 ft below. He was not on tower frequency at this time and I was. Callback conversation with reporter revealed the following information: reporter stated the aircraft was a cpr AC690A. Reporter had been told of the saberliner takeoff and had the aircraft in sight. Reporter indicated that he may have been instructed to cross the airport at 2000 ft and enter the left traffic pattern. Reporter does not know if the saberliner had an altitude restr issued by the tower. Reporter estimated his altitude at about 1700-1800 ft when the saberliner passed below them. No evasive action was taken. Reporter was called at his motel by the tower to ask if he had the saberliner in sight and was told that the flight crew of the saberliner were upset about the AC69's position/altitude. Reporter was called a second time and told he may hear from the FAA regarding the incident. Reporter estimated they were about 1/4 mi south of runway 19 when the saberliner passed.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE ACFT WAS A CPR AC690A. RPTR HAD BEEN TOLD OF THE SABERLINER TKOF AND HAD THE ACFT IN SIGHT. RPTR INDICATED THAT HE MAY HAVE BEEN INSTRUCTED TO CROSS THE ARPT AT 2000 FT AND ENTER THE L TFC PATTERN. RPTR DOES NOT KNOW IF THE SABERLINER HAD AN ALT RESTR ISSUED BY THE TWR. RPTR ESTIMATED HIS ALT AT ABOUT 1700-1800 FT WHEN THE SABERLINER PASSED BELOW THEM. NO EVASIVE ACTION WAS TAKEN.
