Narrative:

On the morning of feb/fri/97 I was working 4 government T38's inbound to X68 from over nepta intersection. I issued descent clrncs to FL270 and attempted to hand aircraft to R15 ocf sector. The low altitude sector refused to take the handoff. I had already tried to coordinate a higher altitude arrival with ZMA, they were unable. I had no other choice but to give the T38's vectors to remain in my airspace. One T38 may have got into somebody else's airspace without a pointout.

Title: ZJX ARTCC RADAR CTLR TRYING TO ASSIST A GOV T38 FLT RECOVER TO X68 WAS UNABLE TO HAND OFF ACFT TO ZMA AND COULDN'T GET HIGHER ALT FOR THE FLT. IN ATTEMPTING TO KEEP THE ACFT IN HIS AIRSPACE, ONE T38 MAY HAVE PENETRATED AN ADJACENT SECTOR'S AIRSPACE WITHOUT A POINTOUT.

I HAD NO OTHER CHOICE BUT TO GIVE THE T38'S VECTORS TO REMAIN IN MY AIRSPACE. ONE T38 MAY HAVE GOT INTO SOMEBODY ELSE'S AIRSPACE WITHOUT A POINTOUT.
