Narrative:

ATC facility: gander radio. Location: north atlantic. En route fuel xfeed failed closed. Valve was checked during preflight and prior to oceanic entry point operations normal. At oceanic entry point when opening xfeed valve, the light remained on. Were unable to get fuel xfeed to open. Attempted to get an ATC clearance through gander radio to gander. ATC was unable to provide a clearance, so an emergency was declared and flight manual procedures were followed to exit the north atlantic track system. Landed at gander without incident. Supplemental information from acn 360517: location: 45 west. Turned left 135 degrees. Descended 1000 ft and paralleled track with a 30 mi offset in westerly direction.

Narrative: ATC FACILITY: GANDER RADIO. LOCATION: NORTH ATLANTIC. ENRTE FUEL XFEED FAILED CLOSED. VALVE WAS CHKED DURING PREFLT AND PRIOR TO OCEANIC ENTRY POINT OPS NORMAL. AT OCEANIC ENTRY POINT WHEN OPENING XFEED VALVE, THE LIGHT REMAINED ON. WERE UNABLE TO GET FUEL XFEED TO OPEN. ATTEMPTED TO GET AN ATC CLRNC THROUGH GANDER RADIO TO GANDER. ATC WAS UNABLE TO PROVIDE A CLRNC, SO AN EMER WAS DECLARED AND FLT MANUAL PROCS WERE FOLLOWED TO EXIT THE NORTH ATLANTIC TRACK SYS. LANDED AT GANDER WITHOUT INCIDENT. SUPPLEMENTAL INFO FROM ACN 360517: LOCATION: 45 W. TURNED L 135 DEGS. DSNDED 1000 FT AND PARALLELED TRACK WITH A 30 MI OFFSET IN WESTERLY DIRECTION.
