Flying ord-phx, got an EICAS 'spoilers' indication. I wrote it up in phx. This was third time for same write-up in 24 hours. I dealt with my maintenance coordination and proceeded to new aircraft for phx-sna leg. Aircraft arrives with a flap malfunction write-up. Maintenance works on problem for 1 hour and assures me the '-40' he installed would find the problem and clear the fault. Maintenance gave me assurance the problem was cleared and the aircraft was safe to fly. However, I think the aircraft should have been test flown prior to revenue passenger flight. I flew to sna. On approach, I had the same problem -- leading edge slat disagree EICAS indication. I called for appropriate checklist, completed each item until normal. Flaps were operable again. I called maintenance control on the ground. They had contract maintenance come over to aircraft and prepare for maintenance ferry flight back to phx and sent all maintenance ferry paperwork. According to air carrier flight operations manual, sections X, Y and Z may not have been fully complied with. I also may have departed sna a min or 2 past the XA00 pm local time curfew. Maintenance has deteriorated so badly at air carrier lately that the pilots are being pressured to fly aircraft with write-ups that have been 'quick fix cleared' several times before.

ACCORDING TO ACR FLT OPS MANUAL, SECTIONS X, Y AND Z MAY NOT HAVE BEEN FULLY COMPLIED WITH. I ALSO MAY HAVE DEPARTED SNA A MIN OR 2 PAST THE XA00 PM LCL TIME CURFEW.
