Narrative:

Approach had given us somto at 13000 ft. We had received numerous vectors and airspeed changes for spacing. We were told to expect the expressway visual to runway 31 lga. In setting up the approach on the FMS, the first officer and I were discussing and briefing the arrival and were distracted from the crossing restr. Approach control gave us a brief vector away from the somto intersection.

Title: A B767 MISSES ITS XING ALT OF 13000 FT AT SOMTO.

Narrative: APCH HAD GIVEN US SOMTO AT 13000 FT. WE HAD RECEIVED NUMEROUS VECTORS AND AIRSPD CHANGES FOR SPACING. WE WERE TOLD TO EXPECT THE EXPRESSWAY VISUAL TO RWY 31 LGA. IN SETTING UP THE APCH ON THE FMS, THE FO AND I WERE DISCUSSING AND BRIEFING THE ARR AND WERE DISTRACTED FROM THE XING RESTR. APCH CTL GAVE US A BRIEF VECTOR AWAY FROM THE SOMTO INTXN.
