Narrative:

Enclosed is a copy of palm springs, ca, airport. Please refer to it. On jan/xx/97, I received a clearance to taxi from the ramp to runway 31L. I don't believe and either does the captain remember the controller stating to use taxiway a to get there. I didn't read any instructions back except that I was cleared to runway 31L. The ramp was very full of aircraft and would not have been an easy taxi if we would have used taxiway a via the ramp southeast. So I told the captain to proceed to taxiway B and that we would be crossing the end of runway 31R and then it would be a left on taxiway C. He looked over the route with me and we started out. We slowed down and both said clear right and left before we proceeded to cross the end of runway 31R. After we crossed, the ground controller called us on the radio and stated we just crossed an active runway. Without given prior taxi directions or hold short directions, I feel this was a miscom between the controller and the pilots. I did not read back any special taxi route except that we were cleared to taxi to runway 31L. I could have missed his directions but I write down all my clrncs and had nothing written about taxiway a or hold short directions. We contacted the tower on the land line and he said it was no problem and it happens often. I know he saw us crossing runway 31R and wish he would have spoken up sooner. It was clear out and even though the controller told me not to worry, if this has happened before or may happen again, I feel it should be remedied. Callback conversation with reporter revealed the following information: reporter states there has been no follow up from FAA. When he arrived at destination he phoned the tower and spoke to another controller who indicated there was no information regarding the incident and it was no big deal, it happens all the time. Reporter discussed with his captain who said he would not file a report but the first officer should go ahead if he chose to and send a copy to the captain. Reporter is new to the company and is on probation so is very concerned about the incident.

Title: CESSNA CITATION FLC TAXIES ACROSS ACTIVE RWY. THEY WERE CLRED TO RWY WITHOUT LIMITATIONS.

THE RAMP WAS VERY FULL OF ACFT AND WOULD NOT HAVE BEEN AN EASY TAXI IF WE WOULD HAVE USED TXWY A VIA THE RAMP SE. SO I TOLD THE CAPT TO PROCEED TO TXWY B AND THAT WE WOULD BE XING THE END OF RWY 31R AND THEN IT WOULD BE A L ON TXWY C. HE LOOKED OVER THE RTE WITH ME AND WE STARTED OUT. WE SLOWED DOWN AND BOTH SAID CLR R AND L BEFORE WE PROCEEDED TO CROSS THE END OF RWY 31R. AFTER WE CROSSED, THE GND CTLR CALLED US ON THE RADIO AND STATED WE JUST CROSSED AN ACTIVE RWY. WITHOUT GIVEN PRIOR TAXI DIRECTIONS OR HOLD SHORT DIRECTIONS, I FEEL THIS WAS A MISCOM BTWN THE CTLR AND THE PLTS. I DID NOT READ BACK ANY SPECIAL TAXI RTE EXCEPT THAT WE WERE CLRED TO TAXI TO RWY 31L. I COULD HAVE MISSED HIS DIRECTIONS BUT I WRITE DOWN ALL MY CLRNCS AND HAD NOTHING WRITTEN ABOUT TXWY A OR HOLD SHORT DIRECTIONS. WE CONTACTED THE TWR ON THE LAND LINE AND HE SAID IT WAS NO PROB AND IT HAPPENS OFTEN. I KNOW HE SAW US XING RWY 31R AND WISH HE WOULD HAVE SPOKEN UP SOONER. IT WAS CLR OUT AND EVEN THOUGH THE CTLR TOLD ME NOT TO WORRY, IF THIS HAS HAPPENED BEFORE OR MAY HAPPEN AGAIN, I FEEL IT SHOULD BE REMEDIED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THERE HAS BEEN NO FOLLOW UP FROM FAA. WHEN HE ARRIVED AT DEST HE PHONED THE TWR AND SPOKE TO ANOTHER CTLR WHO INDICATED THERE WAS NO INFO REGARDING THE INCIDENT AND IT WAS NO BIG DEAL, IT HAPPENS ALL THE TIME. RPTR DISCUSSED WITH HIS CAPT WHO SAID HE WOULD NOT FILE A RPT BUT THE FO SHOULD GO AHEAD IF HE CHOSE TO AND SEND A COPY TO THE CAPT. RPTR IS NEW TO THE COMPANY AND IS ON PROBATION SO IS VERY CONCERNED ABOUT THE INCIDENT.
