Narrative:

Aircraft taxied and took off in light freezing rain at mci, we were deiced and anti-iced with type ii fluid 100%. Upon pushback, ground control said taxiway and ramp braking action poor to nil. Runways poor. Our operations specifications are somewhat vague concerning nil braking reports. Since no company aircraft that I was aware of had reported nil braking, I am under the impression that I can taxi and takeoff. I commenced taxi and found the braking action poor. I could stop and steer the aircraft. I continued to the departure end of runway 1L and was cleared for takeoff. I reported to tower that braking action was poor on txwys. I feel that I followed the guidelines in our operations specifications.

I COMMENCED TAXI AND FOUND THE BRAKING ACTION POOR. I COULD STOP AND STEER THE ACFT. I CONTINUED TO THE DEP END OF RWY 1L AND WAS CLRED FOR TKOF. I RPTED TO TWR THAT BRAKING ACTION WAS POOR ON TXWYS. I FEEL THAT I FOLLOWED THE GUIDELINES IN OUR OPS SPECS.
