Narrative:

My aircraft arrived on an IFR flight from albany, GA, to fll, cleared via gilbi intersection direct fll. Approach phase of flight was uneventful with radar vectors, TA's and several frequency handoffs. Approach advised to expect ILS runway 27R approach at fll in sequence with other aircraft. Aircraft was vectored onto the ILS within 2 mi of snape intersection and was cleared for the ILS runway 27R approach approximately 2 mi from snape intersection. Aircraft was not instructed by the final approach controller to contact fll tower at any time to knowledge of pilot or copilot. Aircraft continued on final approach course with airline traffic in trail. Approach advised following traffic of the twin comanche traffic ahead and its speed over the ground of approximately 125 KTS. Aircraft believed still under control by the approach controller (frequency 133.77) and proceeded to land on runway 27R (aircraft received no instruction to contact tower 133.3). Aircraft promptly cleared the runway and contacted ground control 121.4 for taxi instruction. Ground controller questioned failure to talk to tower on landing. Pilot responded that aircraft was not 'handed off' to tower by approach control, satisfying the ground controller request. There did not appear to be any conflicts arising from the situation. The IFR traffic was landing in sequence, however, there were departing aircraft holding for departure from runway 27R. Following airline traffic (estimated 1.5 mi) landed runway 27R without interference.

Title: A PA30B ACFT LANDS AT FLL WITHOUT CLRNC FROM TWR TO LAND.

Narrative: MY ACFT ARRIVED ON AN IFR FLT FROM ALBANY, GA, TO FLL, CLRED VIA GILBI INTXN DIRECT FLL. APCH PHASE OF FLT WAS UNEVENTFUL WITH RADAR VECTORS, TA'S AND SEVERAL FREQ HDOFS. APCH ADVISED TO EXPECT ILS RWY 27R APCH AT FLL IN SEQUENCE WITH OTHER ACFT. ACFT WAS VECTORED ONTO THE ILS WITHIN 2 MI OF SNAPE INTXN AND WAS CLRED FOR THE ILS RWY 27R APCH APPROX 2 MI FROM SNAPE INTXN. ACFT WAS NOT INSTRUCTED BY THE FINAL APCH CTLR TO CONTACT FLL TWR AT ANY TIME TO KNOWLEDGE OF PLT OR COPLT. ACFT CONTINUED ON FINAL APCH COURSE WITH AIRLINE TFC IN TRAIL. APCH ADVISED FOLLOWING TFC OF THE TWIN COMANCHE TFC AHEAD AND ITS SPD OVER THE GND OF APPROX 125 KTS. ACFT BELIEVED STILL UNDER CTL BY THE APCH CTLR (FREQ 133.77) AND PROCEEDED TO LAND ON RWY 27R (ACFT RECEIVED NO INSTRUCTION TO CONTACT TWR 133.3). ACFT PROMPTLY CLRED THE RWY AND CONTACTED GND CTL 121.4 FOR TAXI INSTRUCTION. GND CTLR QUESTIONED FAILURE TO TALK TO TWR ON LNDG. PLT RESPONDED THAT ACFT WAS NOT 'HANDED OFF' TO TWR BY APCH CTL, SATISFYING THE GND CTLR REQUEST. THERE DID NOT APPEAR TO BE ANY CONFLICTS ARISING FROM THE SIT. THE IFR TFC WAS LNDG IN SEQUENCE, HOWEVER, THERE WERE DEPARTING ACFT HOLDING FOR DEP FROM RWY 27R. FOLLOWING AIRLINE TFC (ESTIMATED 1.5 MI) LANDED RWY 27R WITHOUT INTERFERENCE.
