Narrative:

On IOE instructional flight for a new first officer. After engine start at bur, noticed high idle on right engine. All other parameters normal. Elected to taxi clear of terminal area and pull off at runup area to attempt to close bleeds in engine by advancing power. Phone patch with maintenance control was made to discuss problem and en route MEL received. As aircraft departed, dispatch tried to stop departure for incorrect issuance of MEL due to performance limitation considerations for abort on runway at bur with engine at high idle. On subsequent landing, engine functioned normally as it did for next leg. MEL was removed at the first landing after bur. The relevant lesson here is an old one of human factors: 1) had even 2 or 3 mins more time elapsed before takeoff, dispatch would have corrected MEL issuance. So move slowly and methodically, do not assume or rush. 2) had I, as captain, finished my review completely of performance information in MEL book, ie, not assume it would only affect landing, I would have caught performance caution for abort -- ie, no matter what you think or believe, always read the whole procedure.
