Narrative:

Approximately 3 mins before landing in portsmouth, nh, on an IFR flight plan in night/VMC conditions, manchester approach advised our crew that they could not contact pease tower via radio or land-line communications. At this time, we decided to cancel IFR and continue with a visual approach into portsmouth. We also were unable to communication with pease tower or ground, ATIS was not being broadcast, and no light gun signals were given. The captain and myself decided to continue and land due to a ferry permit we were operating on. The permit was for an aircraft with an engine of questionable health. The airport was not notamed closed, all the airport lights were on, and no obstructions were seen. Once on the ground we continued to try to communication with pease via radio while taxiing to our maintenance hangar. Our company flight control tried to call them via land-line with no response. The pease tower was unmanned for unknown reasons, and more staffing should be considered. Supplemental information from acn 281074: I was ferrying an airplane with a bad right engine due to compressor stalls and over temperature earlier in the day. To go around would be chancing possible engine failure at the high torque setting required.

AT THIS TIME, WE DECIDED TO CANCEL IFR AND CONTINUE WITH A VISUAL APCH INTO PORTSMOUTH. WE ALSO WERE UNABLE TO COM WITH PEASE TWR OR GND, ATIS WAS NOT BEING BROADCAST, AND NO LIGHT GUN SIGNALS WERE GIVEN.
