Narrative:

Departed runway 14 on runway heading, cleared to 2000 ft. Around 1500 ft, given turn and handoff to departure. I initiated turn and looked down to switch frequencys, looked up and a cessna was right in front of me. He was inside the coastline so in fpr airspace so should have advised ATC of his presence, but had not. Fpr has no radar and too low for miami radar to pick up. Vrb is a big training airport and fpr is frequently used by students so I am always vigilant and watching for traffic. I had not seen this traffic, nor had I been advised of his presence. He was outside my turn so evasion not really necessary -- just continued turn and leveled off. Fpr is very close to the coastline and is subjected to sight-seers and photographers who don't always realize how close they are to an airport. They also have a high concentration of student pilots. Fpr needs radar.

Title: AN SMT CARGO ACFT HAS AN NMAC WITH A CESSNA AFTER DEP. THE PLT BELIEVES THAT THE CESSNA ACFT WAS PRACTICING AT AN ADJACENT ARPT AND INADVERTENTLY PENETRATED FPR'S CLASS D AIRSPACE. TWR WAS NOT TALKING TO THE UNKNOWN CESSNA ACFT AND TA NOT ISSUED.

Narrative: DEPARTED RWY 14 ON RWY HDG, CLRED TO 2000 FT. AROUND 1500 FT, GIVEN TURN AND HDOF TO DEP. I INITIATED TURN AND LOOKED DOWN TO SWITCH FREQS, LOOKED UP AND A CESSNA WAS RIGHT IN FRONT OF ME. HE WAS INSIDE THE COASTLINE SO IN FPR AIRSPACE SO SHOULD HAVE ADVISED ATC OF HIS PRESENCE, BUT HAD NOT. FPR HAS NO RADAR AND TOO LOW FOR MIAMI RADAR TO PICK UP. VRB IS A BIG TRAINING ARPT AND FPR IS FREQUENTLY USED BY STUDENTS SO I AM ALWAYS VIGILANT AND WATCHING FOR TFC. I HAD NOT SEEN THIS TFC, NOR HAD I BEEN ADVISED OF HIS PRESENCE. HE WAS OUTSIDE MY TURN SO EVASION NOT REALLY NECESSARY -- JUST CONTINUED TURN AND LEVELED OFF. FPR IS VERY CLOSE TO THE COASTLINE AND IS SUBJECTED TO SIGHT-SEERS AND PHOTOGRAPHERS WHO DON'T ALWAYS REALIZE HOW CLOSE THEY ARE TO AN ARPT. THEY ALSO HAVE A HIGH CONCENTRATION OF STUDENT PLTS. FPR NEEDS RADAR.
