Narrative:

On dec dx 1996 I was scheduled to fly as PIC from sat (report time XA28Z) to iln, then deadhead from iln to fsd for a duty assignment on dec dy 1996 with a report time of XG51Z. On the flight from iln to fsd, while I was a deadheading passenger, the flight diverted to oma due to WX at fsd. After waiting on the ground at oma until both the forecast and actual WX were above minimums at fsd, the flight departed for fsd at XM25Z for a planned block time of 51 mins, which would have had us block in at fsd at XN16Z (making a total duty day including deadhead time of 15 hours 54 mins). Because the flight had to hold at fsd because the WX went back down below landing minimums, we did not block in until XO06Z, making a total day including deadhead time of 16 hours 38 mins. The exceeding of 16 hour duty time was due to unforecast WX at fsd.

BECAUSE THE FLT HAD TO HOLD AT FSD BECAUSE THE WX WENT BACK DOWN BELOW LNDG MINIMUMS, WE DID NOT BLOCK IN UNTIL XO06Z, MAKING A TOTAL DAY INCLUDING DEADHEAD TIME OF 16 HRS 38 MINS. THE EXCEEDING OF 16 HR DUTY TIME WAS DUE TO UNFORECAST WX AT FSD.
