Narrative:

Company has told us they were not cutting back on maintenance and that they only average 1.5 deferred items per aircraft. Besides the 2 passenger convenience items, an AC frequency meter, landing light, and most important autobrakes were inoperative. With autobrakes inoperative, the automatic rejection system was inoperative. Dispatching this aircraft in and out of pwm, a short runway does not seem prudent or safe. We briefed manual abort sequence for each takeoff as well as the requirement for an early abort decision.
