Narrative:

Departed vny on an IFR departure clearance to chino ca. Prior to our departure, we were given ATC clearance to chino, ca, to depart vny on the glendale 7 SID to intercept V186 to paradise VOR direct climb and maintain 4000 ft. After release from the tower controller we were told to contact departure on socal on 124.6. After climbing 1.5 DME from the vny VOR we turned left to 110 degrees climbing to 4000 ft MSL. After initially contacting socal departure with the call up of 'good morning socal climbing through 1100 ft MSL turning left to 110 degrees,' socal acknowledged xyz 'affirmative.' after approximately 90 seconds we queried socal about maintaining the 110 degree heading. Socal replied to 'turn left to 030 degrees and intercept V186.' after turning to this heading for approximately 2-3 mins, our navigation equipment showed us intercepting V186 airway. The equipment used to fix the airway was a king bendix GPS 90B, kns-81 RNAV, king-165 navcom, and argus 5000 moving map display. We turned the aircraft to a heading of approximately 110 degrees intercepting V186. Within 45 seconds intercepting this heading the socal controller instructed xyz to return to the 030 degree heading. As we were making the turn controller instructed us to turn right to 270 degrees for a traffic alert. We responded that we were in IMC and continued the turn to 270 degrees. Upon reaching approximately 180 degrees into the turn we were instructed to turn left back to 030 degrees to rejoin V186 and resume own navigation, continue the climb and reduce the speed to 100 KTS, and simultaneously told us to contact socal on 135.05, which xyz complied with. The controller on 135.05 instructed xyz to maintain 100 KIAS. We complied with the request. After a couple of mins were told to increase our indicated airspeed to 130 KIAS. We complied with the request and continued along V186 towards paradise VOR. Before arriving at paradise VOR we were told to contact socal on 135.4. Upon establishing initial contact with the socal controller we requested multiple approachs into chino, ca. We were instructe D if we wanted multiple approachs we would have to do them in VFR conditions. Upon receiving this information xyz canceled IFR. We were then instructed to descend and maintain 3500 ft MSL and depart the paradise VOR on the 110 degree heading. After receiving this instruction we conducted multiple approachs into the chino, ca, airport. Upon the conclusion of these approachs we requested VFR to bermuda dunes airport at 9500 ft MSL. Upon being handed off to socal on frequency 119.65 were instructed to call. Upon landing at bermuda dunes airport we dialed the number and spoke to the socal area manager. He informed us he would call us within 10 mins and we gave him a local telephone number to contact us. At approximately XC05 pm, manager called us back informing us of a conflict on our departure from vny. He said 'it looks like I will have to file a pilot deviation report.' we explained the aforementioned events and he said, 'he would get back to us after he spoke with the controller, his supervisor, and the quality assurance people.' approximately 15 mins later, he called back and stated that it appeared that we had turned even further south then V186 and we replied that we were following the instructions to turn right to 270 degrees. He stated that he was going to listen to the tapes and get back to us. Approximately 15 mins later manager called back to state that he would have to do a computer radar analysis of our headings. I told him I needed to know if they planned to submit a violation because I am a professional pilot and need to take appropriate actions. He stated he would try to get back to us today.

APPROX 15 MINS LATER, HE CALLED BACK AND STATED THAT IT APPEARED THAT WE HAD TURNED EVEN FURTHER S THEN V186 AND WE REPLIED THAT WE WERE FOLLOWING THE INSTRUCTIONS TO TURN R TO 270 DEGS. HE STATED THAT HE WAS GOING TO LISTEN TO THE TAPES AND GET BACK TO US. APPROX 15 MINS LATER MGR CALLED BACK TO STATE THAT HE WOULD HAVE TO DO A COMPUTER RADAR ANALYSIS OF OUR HDGS. I TOLD HIM I NEEDED TO KNOW IF THEY PLANNED TO SUBMIT A VIOLATION BECAUSE I AM A PROFESSIONAL PLT AND NEED TO TAKE APPROPRIATE ACTIONS. HE STATED HE WOULD TRY TO GET BACK TO US TODAY.
