Narrative:

An unknown ramp person at gate parked aircraft X. I assume the same person parked aircraft X and connected ground power. It is the airline's policy for mechanics to do receive and dispatch at maintenance stations and for ramp workers to do receive and dispatch at non maintenance stations. Denver is a maintenance station. Ramp persons are not kept current on receive and dispatch at ZZZ. Ramp supervisors are not kept up- to-date on receive and dispatch, nor do they receive alert meters, or training. Ramp supervisors also do not have the correct manuals in their office. I notified the maintenance operations manager about the above problem. If strong corrective action is not rendered, an accident will occur.

RAMP SUPVRS ALSO DO NOT HAVE THE CORRECT MANUALS IN THEIR OFFICE. I NOTIFIED THE MAINT OPS MGR ABOUT THE ABOVE PROB. IF STRONG CORRECTIVE ACTION IS NOT RENDERED, AN ACCIDENT WILL OCCUR.
