Narrative:

Previous NASA reports and ucr's have been filed about clt shelves in our airspace. None have been answered. This is a very serious situation. Clt never had this airspace before last yr and everything worked fine. Now gso must keep a constant watch on about 50 square mi of airspace to make sure there isn't a problem, and hope the other 4000 square mi of airspace works itself out. I think this distraction is a serious safety problem. Callback conversation with reporter revealed the following information: reporter stated that clt was given 10000 ft, 11000 ft and 12000 ft within reporter's airspace. Reporter alleged the problem is clt is at times unable to take handoffs on traffic at 10000 ft until the aircraft is close to the airspace boundary and requires gso to take last min action to avoid going into clt's airspace until the handoff can be accepted. Reporter was asked if they could coordination in advance of the handoff to allow the traffic to enter the airspace without taking action to avoid it. Reporter alleges that clt says it is unacceptable because of jets descending in the airspace.

CLT NEVER HAD THIS AIRSPACE BEFORE LAST YR AND EVERYTHING WORKED FINE. NOW GSO MUST KEEP A CONSTANT WATCH ON ABOUT 50 SQUARE MI OF AIRSPACE TO MAKE SURE THERE ISN'T A PROB, AND HOPE THE OTHER 4000 SQUARE MI OF AIRSPACE WORKS ITSELF OUT. RPTR WAS ASKED IF THEY COULD COORD IN ADVANCE OF THE HDOF TO ALLOW THE TFC TO ENTER THE AIRSPACE WITHOUT TAKING ACTION TO AVOID IT. RPTR ALLEGES THAT CLT SAYS IT IS UNACCEPTABLE BECAUSE OF JETS DSNDING IN THE AIRSPACE.
