Narrative:

Landed in sioux fall, sd, on runway 33 and due to nil braking and tailwind our aircraft went 25 ft off the end of runway 33. Information at XA56 stated calm winds as did ATIS information at XR56 and the XB08Z WX we received from our company. While on approach 10 NM from runway 33 approach control also stated calm winds. ATIS information also said braking action good, sanding in progress, VOR/DME approach runway 33 in use. With all this information I made the decision VOR/DME runway 33 was acceptable since runway 3/21 was closed. After landing in touchdown zone using maximum brakes and reverse we were unable to stop and slid 25 ft off the end of runway 33. We went straight down the middle of the entire runway and never touched a single light, even when we exited the runway. There was no danger. We then reported the braking nil because it surely was. When we exited the aircraft there was no evidence of any sand on runway 33. Also a pilot stated that the windsock showed a 5-10 KT wind from the southeast, meaning we landed with an unknown, unrpted tailwind. Tower also later stated the winds were 160 degrees at 5 KTS, but for some reason or another they told us the winds were calm. We landed with information that winds were calm, runway was sanded, and braking was good. All 3 things were false. Unfortunately we were not aware of this until we came to a stop past the end of runway. I feel ATC should give the correct information. Also I'm not sure why runway 3/21 was closed, it should have been open since it is 2341 ft longer, and freezing rain, drizzle, ice pellets, were reported in last hour.

INFO AT XA56 STATED CALM WINDS AS DID ATIS INFO AT XR56 AND THE XB08Z WX WE RECEIVED FROM OUR COMPANY. WHILE ON APCH 10 NM FROM RWY 33 APCH CTL ALSO STATED CALM WINDS. ATIS INFO ALSO SAID BRAKING ACTION GOOD, SANDING IN PROGRESS, VOR/DME APCH RWY 33 IN USE. WITH ALL THIS INFO I MADE THE DECISION VOR/DME RWY 33 WAS ACCEPTABLE SINCE RWY 3/21 WAS CLOSED. AFTER LNDG IN TOUCHDOWN ZONE USING MAX BRAKES AND REVERSE WE WERE UNABLE TO STOP AND SLID 25 FT OFF THE END OF RWY 33. WE WENT STRAIGHT DOWN THE MIDDLE OF THE ENTIRE RWY AND NEVER TOUCHED A SINGLE LIGHT, EVEN WHEN WE EXITED THE RWY. THERE WAS NO DANGER. WE THEN RPTED THE BRAKING NIL BECAUSE IT SURELY WAS. WHEN WE EXITED THE ACFT THERE WAS NO EVIDENCE OF ANY SAND ON RWY 33. ALSO A PLT STATED THAT THE WINDSOCK SHOWED A 5-10 KT WIND FROM THE SE, MEANING WE LANDED WITH AN UNKNOWN, UNRPTED TAILWIND. TWR ALSO LATER STATED THE WINDS WERE 160 DEGS AT 5 KTS, BUT FOR SOME REASON OR ANOTHER THEY TOLD US THE WINDS WERE CALM. WE LANDED WITH INFO THAT WINDS WERE CALM, RWY WAS SANDED, AND BRAKING WAS GOOD. ALL 3 THINGS WERE FALSE. UNFORTUNATELY WE WERE NOT AWARE OF THIS UNTIL WE CAME TO A STOP PAST THE END OF RWY. I FEEL ATC SHOULD GIVE THE CORRECT INFO. ALSO I'M NOT SURE WHY RWY 3/21 WAS CLOSED, IT SHOULD HAVE BEEN OPEN SINCE IT IS 2341 FT LONGER, AND FREEZING RAIN, DRIZZLE, ICE PELLETS, WERE RPTED IN LAST HR.
