Narrative:

WX had been deteriorating all day. Heavy rain, winds from southeast-southwest (140 through 180) 10-25 KTS. Runway 8L was closed due to resurfacing construction. WX had decreased below circling minimums, making ILS runway 4R only available approach. Because the construction is behind schedule (approximately 3 weeks on a 6 week project), this situation will continue. The DC10 departed the runway after landing due to rain and wind conditions. If runway 8L had been available this would not have occurred. The continued closure of runway 8L during the busiest time of the yr combined with unpredictable/changeable WX system makes this type of occurrence likely. Constant failure of contractors to meet scheduled deadlines and both state and federal failure to enforce deadlines makes this situation almost 'normal.' closure of major runways should be tightly monitored and penalties for failure to meet scheduled deadlines should be sufficient to reduce and/or eliminate this problem. Callback conversation with reporter revealed the following information: runway 8L is still closed as of mid december. The project was to have taken 6 weeks and is now 2 months overdue. Apparently the state of hawaii is in control of hnl and contracts for construction. There are no disincentives for time overruns, so all construction projects go on forever, on 'hawaii time,' the 'aloha spirit.' this incident shut down the incoming traffic as there was no other instrument approach available due to the WX. The delay lasted about 1 hour. Runway 8L is reverting from USAF control to state control as soon as the repair is finished. Then the runway will be shut down again to repair the substrate. The reporter believes that the usual overruns will shut down the runway for at least a yr vice the contractual 6 months. Supplemental information from acn 352749: the ATIS in hnl was reporting 400 broken and 1 mi, winds southeast 10-15 KTS. We shot the ILS to runway 4R breaking out around 250 ft, visibility was near 1/2 mi. I applied reverse as soon as possible, but was a little late on the brakes trying to keep the aircraft somewhere near the middle of the runway with the crosswind. Deceleration appeared normal. The copilot called 80 KTS and I'm not sure where, but I did start to come out of reverse. Runway 4R crosses runway 8L with about 2200 ft remaining. The intersection had 4 wide pools of standing water. I probably let up on the brakes too much fearing locking the wheels. One of the other crew members called 'reverse' and I reapplied maximum reverse and brakes. The anti-skid was constantly releasing because of the wet runway/paint. We came to a stop with the nose gear on the paved overrun about 20 ft past the runway end lights. The mains were still on the runway. There was no damage to aircraft or ground equipment. There were no reports of water on the runway or the strong winds. We were probably pushing the maximum 10 KT tailwind. Next time I'll consider full flaps.

Title: AN ACR DC10 RAN OFF THE END OF RWY 4R AT HNL WITH A TAILWIND AND RAIN.
