Narrative:

A citation at FL390 doing 160 KTS across the ground was pointed out to me by the adjacent sector (cyn) going direct sby while the aircraft was at the northern most portion of my sector. At the time I had almost no airplanes. Approximately 15 mins later I accepted handoffs on 4 airplanes from the south. 2 jfk arrs, 1 hpn arrival and 1 isp arrival. I put a j-hoop on the hpn arrival at FL410 for the purposes of separation from the other 3 nbounds. I was clear of the nbounds so I gave the descent restr to cross beckr at FL240. A few moments later the conflict alert went off. I turned the citation 30 degrees right but it was too late.

Title: ARTCC RADAR CTLR DSNDED AN ACR ACFT THROUGH THE ALT OF A CITATION ACFT HE HAD TAKEN A HDOF ON 15 MINS EARLIER AND THEN FORGOT. WHEN THE CONFLICT ALERT ACTIVATED THE CTLR TURNED THE CITATION, BUT SEPARATION WAS LOST ANYWAY.

AT THE TIME I HAD ALMOST NO AIRPLANES. APPROX 15 MINS LATER I ACCEPTED HDOFS ON 4 AIRPLANES FROM THE S. 2 JFK ARRS, 1 HPN ARR AND 1 ISP ARR. I PUT A J-HOOP ON THE HPN ARR AT FL410 FOR THE PURPOSES OF SEPARATION FROM THE OTHER 3 NBOUNDS. I WAS CLR OF THE NBOUNDS SO I GAVE THE DSCNT RESTR TO CROSS BECKR AT FL240. A FEW MOMENTS LATER THE CONFLICT ALERT WENT OFF. I TURNED THE CITATION 30 DEGS R BUT IT WAS TOO LATE.
