The visibility was near takeoff minimums with a short taxi. Engines started at gate, anti-ice on for takeoff, light weight. Autothrottles failed to engage properly on takeoff. During climb at 8500 ft, airspeed exceeded 250 KTS before discrepancy was discovered.
