Narrative:

During approach into san, ca, approach control gave us a frequency change to tower frequency 118.3 at about 12.4 DME on the localizer. There's a stepdown to the next lower altitude at this point. The PF asked me about the DME or the stepdown altitude at about the same time as the frequency change from approach. I responded to the PF with the information asked for, but forgot to change the frequency to tower. We continued down the approach and landed before I realized I did not switch to the tower frequency. I think if one of us would have asked, 'are we cleared to land?' this would have jogged our minds to confirm a clearance to land.

Title: CPR MLG FLC LANDED WITHOUT CLRNC DUE TO THE FO BECOMING DISTR BY THE CAPT, AND DID NOT RETUNE THE COM RADIO TO THE TWR FREQ WHEN ADVISED BY APCH CTL.

Narrative: DURING APCH INTO SAN, CA, APCH CTL GAVE US A FREQ CHANGE TO TWR FREQ 118.3 AT ABOUT 12.4 DME ON THE LOC. THERE'S A STEPDOWN TO THE NEXT LOWER ALT AT THIS POINT. THE PF ASKED ME ABOUT THE DME OR THE STEPDOWN ALT AT ABOUT THE SAME TIME AS THE FREQ CHANGE FROM APCH. I RESPONDED TO THE PF WITH THE INFO ASKED FOR, BUT FORGOT TO CHANGE THE FREQ TO TWR. WE CONTINUED DOWN THE APCH AND LANDED BEFORE I REALIZED I DID NOT SWITCH TO THE TWR FREQ. I THINK IF ONE OF US WOULD HAVE ASKED, 'ARE WE CLRED TO LAND?' THIS WOULD HAVE JOGGED OUR MINDS TO CONFIRM A CLRNC TO LAND.
