Narrative:

The pdk tower integrated communications switching system (icss) is not properly grounded. On at least 1 occasion, aug/thu/96, during a thunderstorm, icss shorted out. The noise from the short caused an ear injury to a controller through a headset and damage to the fdio system required replacement of 1 component. Callback conversation with reporter revealed the following information: reporter stated that they still have the problem but indicated that the technicians are working on correcting it.
