Narrative:

Aircraft X was initially assigned runway 33L for departure to hold short of runway 27 and acknowledged. Aircraft X later asked for verification he was cleared all the way to runway 33L, and was given an additional hold short of another runway. Obviously, the pilot was unclr of his instructions. When I took control of aircraft X, I instructed him to cross the runway, and (inadvertently) told him to hold short of runway 33L instead of runway 27 again. Aircraft Y was cleared for takeoff (by another local controller) on runway 27, and aircraft X appeared to be about to cross runway 27. Aircraft X was immediately told to hold short of runway 27. Luckily, a serious incident was avoided by scanning the runways and txwys. However, had the pilot a better understanding of his initial taxi clearance (hold short of runway 27) he may have questioned the instruction to hold short of runway 33L. Had I caught the inadvertent hold short on the readback, I could have corrected it immediately. All pilots need to be especially attentive to the difference between a runway assignment and the words 'taxi to' which authority/authorized them to cross all others. All controllers need to be especially attentive to aircraft taxiing in proximity to active runways, and listen carefully to hold short readbacks.

Title: GND CTLR CLRED AN ACR B727 TO RWY 33L AND HOLD SHORT OF RWY 27. B727 WAS UNSURE OF WHAT RWY TO HOLD SHORT OF AND THE CLRNC WAS RESTATED AND THE ACFT CHANGED TO LCL CTLR FREQ. AS THE B727 APCHED RWY 27, THINKING THAT THEY WERE CLRED TO RWY 33L WITHOUT RESTRS, THEY SAW AN ACR B757 ON TKOF ROLL RWY 27, AT THAT TIME TWR SAID STOP AND THEY DID. NO SEPARATION WAS LOST.

WHEN I TOOK CTL OF ACFT X, I INSTRUCTED HIM TO CROSS THE RWY, AND (INADVERTENTLY) TOLD HIM TO HOLD SHORT OF RWY 33L INSTEAD OF RWY 27 AGAIN. ACFT Y WAS CLRED FOR TKOF (BY ANOTHER LCL CTLR) ON RWY 27, AND ACFT X APPEARED TO BE ABOUT TO CROSS RWY 27. ACFT X WAS IMMEDIATELY TOLD TO HOLD SHORT OF RWY 27. LUCKILY, A SERIOUS INCIDENT WAS AVOIDED BY SCANNING THE RWYS AND TXWYS. HOWEVER, HAD THE PLT A BETTER UNDERSTANDING OF HIS INITIAL TAXI CLRNC (HOLD SHORT OF RWY 27) HE MAY HAVE QUESTIONED THE INSTRUCTION TO HOLD SHORT OF RWY 33L. HAD I CAUGHT THE INADVERTENT HOLD SHORT ON THE READBACK, I COULD HAVE CORRECTED IT IMMEDIATELY. ALL PLTS NEED TO BE ESPECIALLY ATTENTIVE TO THE DIFFERENCE BTWN A RWY ASSIGNMENT AND THE WORDS 'TAXI TO' WHICH AUTH THEM TO CROSS ALL OTHERS. ALL CTLRS NEED TO BE ESPECIALLY ATTENTIVE TO ACFT TAXIING IN PROX TO ACTIVE RWYS, AND LISTEN CAREFULLY TO HOLD SHORT READBACKS.
