Incompetent controller froze after observing aircraft nose-to-nose at 800 KT closure rate. Air traffic controller is safety hazard. Female controller working south departure. This individual has a documented record of incompetence. Facility was warned not to certify this individual because of lack of quality performance. She is unfit for duty at a level V approach control facility. She has used the system to get here and the FAA has known about it all along and covered it up.

Title: TRACON CTLR OBSERVES ANOTHER CTLR HAVE 2 OPPOSITE DIRECTION ACFT AT SAME ALT GET CLOSER THAN 3 MI. CTLR RPTR CLAIMS THAT THE INVOLVED CTLR IS NOT COMPETENT TO HANDLE THE TFC.
