Narrative:

Cabin attendants advised us that there was no water on board the aircraft and the toilets were flushing sporadically. Dispatch was notified about the water problem and finding out information from maintenance on the system and possible problems. Discussion as to where to land was in progress and oma was picked, as we descended for oma, the captain's sliding window seal blew out approximately 6 inches and the window started to squeal. This made our decision to land clear for oma. Our landing weight was 136600 pounds. I declared an emergency and a normal landing was made, smooth, brake temperature not above 125 degrees, normal reverse. After maintenance inspection, water panel was jammed shut by ground personnel in ord to cause water problem.

Title: AN ACR MD80 CREW HAD TO DIVERT LAND WHEN A COCKPIT WINDOW SEAL BLEW OUT. EMER DECLARED. ACFT EQUIP PROB COCKPIT WINDOW SEAL, WATER SVC PANEL JAMMED CLOSED CAUSING A WATER PROB.

THIS MADE OUR DECISION TO LAND CLR FOR OMA. OUR LNDG WT WAS 136600 LBS. I DECLARED AN EMER AND A NORMAL LNDG WAS MADE, SMOOTH, BRAKE TEMP NOT ABOVE 125 DEGS, NORMAL REVERSE. AFTER MAINT INSPECTION, WATER PANEL WAS JAMMED SHUT BY GND PERSONNEL IN ORD TO CAUSE WATER PROB.
