Narrative:

We were with approach control in atl. We were given a turn to 360 degree heading and descent to 3500 ft from above 10000 ft being vectored for the ILS runway 27L at atl. As we were rolling out on heading 360 degrees we were given a slowdown to 180 KTS from 250 KTS, spoilers were deployed. All this fairly normal for this approach. WX was marginal VFR with summer fog/haze reducing visibility to approximately 3-4 mi. As we rolled to north we noticed a target on TCASII at 3500 ft and figured he was also someone on straight-in ILS to runway 27L. We were now at 3500 ft, spoilers out and slowing through 210 KTS and were looking for this target and trying to figure who and where he was. Due to the visibility situation neither of us had him as we closed to 3-4 mi. With still no tally at 2 1/2 mi we called ATC to inquire and started to climb to avoid the target. ATC came back with a calm 'suggest you climb to 4000 ft,' which at this point we were through on the way to 4500 ft. ATC: turn left to 310 degrees to intercept the ILS and you'll go slightly through the ILS. In our climb the captain saw the aircraft directly below us 200 ft. ATC said then, 'well we had him on radar, but weren't talking to him. We're gonna track him and find out where he goes to follow up.' we got no TCASII advisory due to our actions and don't know if ATC got an alert. We talked with ATC on deck, she said she'd follow it up. A question is why did she vector us to 360 degrees/3500 ft bore sighting this guy when she had him on radar but no communication? No answer on that. Did they have their alerters off in the approach area to preclude numerous alerts when issuing visuals? Without TCASII this report would not have been written it almost seems.

Narrative: WE WERE WITH APCH CTL IN ATL. WE WERE GIVEN A TURN TO 360 DEG HDG AND DSCNT TO 3500 FT FROM ABOVE 10000 FT BEING VECTORED FOR THE ILS RWY 27L AT ATL. AS WE WERE ROLLING OUT ON HDG 360 DEGS WE WERE GIVEN A SLOWDOWN TO 180 KTS FROM 250 KTS, SPOILERS WERE DEPLOYED. ALL THIS FAIRLY NORMAL FOR THIS APCH. WE WERE NOW AT 3500 FT, SPOILERS OUT AND SLOWING THROUGH 210 KTS AND WERE LOOKING FOR THIS TARGET AND TRYING TO FIGURE WHO AND WHERE HE WAS. DUE TO THE VISIBILITY SIT NEITHER OF US HAD HIM AS WE CLOSED TO 3-4 MI. WITH STILL NO TALLY AT 2 1/2 MI WE CALLED ATC TO INQUIRE AND STARTED TO CLB TO AVOID THE TARGET. ATC CAME BACK WITH A CALM 'SUGGEST YOU CLB TO 4000 FT,' WHICH AT THIS POINT WE WERE THROUGH ON THE WAY TO 4500 FT. ATC: TURN L TO 310 DEGS TO INTERCEPT THE ILS AND YOU'LL GO SLIGHTLY THROUGH THE ILS. IN OUR CLB THE CAPT SAW THE ACFT DIRECTLY BELOW US 200 FT. ATC SAID THEN, 'WELL WE HAD HIM ON RADAR, BUT WEREN'T TALKING TO HIM. WE'RE GONNA TRACK HIM AND FIND OUT WHERE HE GOES TO FOLLOW UP.' WE GOT NO TCASII ADVISORY DUE TO OUR ACTIONS AND DON'T KNOW IF ATC GOT AN ALERT. WE TALKED WITH ATC ON DECK, SHE SAID SHE'D FOLLOW IT UP. A QUESTION IS WHY DID SHE VECTOR US TO 360 DEGS/3500 FT BORE SIGHTING THIS GUY WHEN SHE HAD HIM ON RADAR BUT NO COM? NO ANSWER ON THAT. DID THEY HAVE THEIR ALERTERS OFF IN THE APCH AREA TO PRECLUDE NUMEROUS ALERTS WHEN ISSUING VISUALS? WITHOUT TCASII THIS RPT WOULD NOT HAVE BEEN WRITTEN IT ALMOST SEEMS.
