Narrative:

While climbing through FL190 (temperature plus 1 degree C) and entering an area that appeared as light precipitation on radar, we experienced moderate to severe mixed icing and freezing rain. The first officer, who was flying, turned off the autoplt and we immediately descended to a warmer altitude and reported the icing to ATC. The first officer indicated that control of the aircraft was not as positive as it should have been and that there was an excessive amount of play in the elevator. It did not appear that any ice had built on the wing beyond the boots. At 17000 ft we encountered clearing and warming conditions and no other problem was encountered.

Title: AN EMB120 DSNDED OUT OF ICING CONDITIONS, APPARENTLY WITHOUT ATC CLRNC. EMER DECISION, APPARENTLY WITHOUT DECLARING AN EMER. WX FACTORS ICING IN CLOUDS THAT MAY HAVE AFFECTED ELEVATOR CTL.

Narrative: WHILE CLBING THROUGH FL190 (TEMP PLUS 1 DEG C) AND ENTERING AN AREA THAT APPEARED AS LIGHT PRECIPITATION ON RADAR, WE EXPERIENCED MODERATE TO SEVERE MIXED ICING AND FREEZING RAIN. THE FO, WHO WAS FLYING, TURNED OFF THE AUTOPLT AND WE IMMEDIATELY DSNDED TO A WARMER ALT AND RPTED THE ICING TO ATC. THE FO INDICATED THAT CTL OF THE ACFT WAS NOT AS POSITIVE AS IT SHOULD HAVE BEEN AND THAT THERE WAS AN EXCESSIVE AMOUNT OF PLAY IN THE ELEVATOR. IT DID NOT APPEAR THAT ANY ICE HAD BUILT ON THE WING BEYOND THE BOOTS. AT 17000 FT WE ENCOUNTERED CLRING AND WARMING CONDITIONS AND NO OTHER PROB WAS ENCOUNTERED.
