Narrative:
Aircraft Y instructed to enter right downwind runway 13L location 2 mi sse of dal. Air carrier X cleared for takeoff runway 13R. As air carrier X was climbing out, I observed aircraft Y close but south of the departure corridor. I issued traffic to aircraft Y. No response. I issued traffic to air carrier X and it appeared that he was taking a TCASII turn to the left.
