Narrative:

I was controling air carrier Y landing pit. The aircraft was east of mgw at FL200 when I cleared him to descend at pilot's discretion to 14000 ft. The aircraft was deving for WX and cleared direct ihd when able. This aircraft was still within the confines of the morgantown sector and I did not have control to descend. Aircraft were deving throughout the sector due to WX. I became distraction performing other duties and was alerted to traffic at FL190 (air carrier X) by the mgw sector radar controller. This was before conflict alert activated. I issued air carrier Y a turn to heading 070 degrees and expedite descent through FL180 (the aircraft was through FL195 at the time). Subsequently air carrier Y advised he could not turn right beyond 360 degrees due to WX and separation was lost.

Title: ARTCC RADAR CTLR DSNDED AN ACR THROUGH AN OCCUPIED ALT IN ANOTHER CTLR'S AIRSPACE. HDG CHANGES WERE NOT COMPLIED WITH DUE TO WX.

Narrative: I WAS CTLING ACR Y LNDG PIT. THE ACFT WAS E OF MGW AT FL200 WHEN I CLRED HIM TO DSND AT PLT'S DISCRETION TO 14000 FT. THE ACFT WAS DEVING FOR WX AND CLRED DIRECT IHD WHEN ABLE. THIS ACFT WAS STILL WITHIN THE CONFINES OF THE MORGANTOWN SECTOR AND I DID NOT HAVE CTL TO DSND. ACFT WERE DEVING THROUGHOUT THE SECTOR DUE TO WX. I BECAME DISTR PERFORMING OTHER DUTIES AND WAS ALERTED TO TFC AT FL190 (ACR X) BY THE MGW SECTOR RADAR CTLR. THIS WAS BEFORE CONFLICT ALERT ACTIVATED. I ISSUED ACR Y A TURN TO HDG 070 DEGS AND EXPEDITE DSCNT THROUGH FL180 (THE ACFT WAS THROUGH FL195 AT THE TIME). SUBSEQUENTLY ACR Y ADVISED HE COULD NOT TURN R BEYOND 360 DEGS DUE TO WX AND SEPARATION WAS LOST.
