Narrative:
How the problem arose: I was waiting to takeoff. I had just waited for one airplane to land, and I did not see any more traffic, so I radioed I was taking off and I did. Contributing factors: 1) my radio was transmitting but not receiving. 2) I did not see the aircraft on final. How it was discovered: after landing the pilot of the other aircraft confronted me.

Title: UNCTLED ARPT, RPTR STUDENT PLT TOOK OFF WITH ANOTHER ACFT ON FINAL APCH. RPTR DIDN'T KNOW IT UNTIL THE OTHER PLT CONFRONTED HIM AFTER PARKING.
Narrative: HOW THE PROB AROSE: I WAS WAITING TO TKOF. I HAD JUST WAITED FOR ONE AIRPLANE TO LAND, AND I DID NOT SEE ANY MORE TFC, SO I RADIOED I WAS TAKING OFF AND I DID. CONTRIBUTING FACTORS: 1) MY RADIO WAS XMITTING BUT NOT RECEIVING. 2) I DID NOT SEE THE ACFT ON FINAL. HOW IT WAS DISCOVERED: AFTER LNDG THE PLT OF THE OTHER ACFT CONFRONTED ME.
