Narrative:

Traffic was building with aircraft deviating around crw. ZOB air sector shut us off completely saying they were holding too many aircraft. An air carrier was rted by tmu into my sector and I had to hold. Another air carrier was also issued holding instructions. Air carrier Y was turned 20 degrees left for traffic. Air carrier X was turned 20 degrees right, and then to a 70 degree heading. Air carrier Y turned to a 300 degree heading then a 360 degree heading. Air carrier X descended to FL260.

Title: ARTCC RADAR CTLR ATTEMPTS TO SEPARATE TWO OPPOSITE DIRECTION ACRS, BUT THE TURNS WERE NOT SUFFICIENT ENOUGH OR SOON ENOUGH TO PREVENT A LOSS OF SEPARATION.
