Narrative:

I was on local control for about 3 hours. Cleared cessna for takeoff on runway 36. There was major construction on airport runways and txwys. The E120 had been back taxied on runway 10 and was holding on the numbers waiting for his company numbers. After several questions he said he was ready. I cleared him for takeoff. He aborted before crossing the intersection of runway 36. The cessna was airborne and over the intersection of both runways. Cause: I was on position too long with too many unusual sits going on for a long period. There were numerous runway crossing with steam-rollers, between aircraft, wind shifts, runway changes because of construction and winds. Had numerous touch and goes. Staffing was only 2 people and both had been on position for over 3 hours with no break. Relief controller was on sick leave. Traffic was too busy to staff with one person for breaks. The problem was discovered when the E120 aborted takeoff as the cessna was crossing the intersection in front of it airborne about 200 ft AGL. Solutions: better scanning and more breaks. I was distraction by the E120 delays for numbers, trying to have ground get equipment off runway 10, get an IFR inbound in sight so aircraft could be released with visual separation. The E120 decided he was ready and it had been a while since I had cleared the C152 for takeoff with a lot of distrs between. Didn't do another scan when the E120 was cleared for takeoff.

THE E120 HAD BEEN BACK TAXIED ON RWY 10 AND WAS HOLDING ON THE NUMBERS WAITING FOR HIS COMPANY NUMBERS. AFTER SEVERAL QUESTIONS HE SAID HE WAS READY. I CLRED HIM FOR TKOF. I WAS DISTR BY THE E120 DELAYS FOR NUMBERS, TRYING TO HAVE GND GET EQUIP OFF RWY 10, GET AN IFR INBOUND IN SIGHT SO ACFT COULD BE RELEASED WITH VISUAL SEPARATION. THE E120 DECIDED HE WAS READY AND IT HAD BEEN A WHILE SINCE I HAD CLRED THE C152 FOR TKOF WITH A LOT OF DISTRS BTWN. DIDN'T DO ANOTHER SCAN WHEN THE E120 WAS CLRED FOR TKOF.
