Narrative:

The B737 was being vectored to a downwind for runway 25. I observed 2 primary targets on radar approximately 20 mi west of las VORTAC. Traffic was issued to the B737. The pilot reported to see 1 glider low over the mountains. A few seconds later the pilot reported a glider at his altitude (12500 ft) opposite direction from his flight path. I observed the targets merge. The pilot stated the glider was right at his altitude when the targets had merged, I don't believe the pilot had time to take action.

Title: APCH CTLR VECTORING A B737 NOTICED 2 PRIMARY TARGETS NEAR THE LAS VOR. TFC WAS GIVEN TO THE B737 WHO SPOTTED 1 SPN LOW OVER THE MOUNTAINS, BUT DID NOT SEE THE SECOND SPN UNTIL IT PASSED AT THE SAME ALT IN CLOSE PROX. APCH CTLR HAD THE TARGETS MERGE ON HIS SCOPE WHICH WOULD INDICATE A PROX OF ABOUT 300 FT.

THE PLT RPTED TO SEE 1 GLIDER LOW OVER THE MOUNTAINS. A FEW SECONDS LATER THE PLT RPTED A GLIDER AT HIS ALT (12500 FT) OPPOSITE DIRECTION FROM HIS FLT PATH. I OBSERVED THE TARGETS MERGE. THE PLT STATED THE GLIDER WAS RIGHT AT HIS ALT WHEN THE TARGETS HAD MERGED, I DON'T BELIEVE THE PLT HAD TIME TO TAKE ACTION.
