Narrative:

Small transport X, C550, was en route descending for chop on a heading for traffic. Another aircraft became traffic (air carrier Y) for small transport X. Small transport X was asked rate of descent. Rate was sufficient for separation. Small transport X was also told to be level at FL270 in a min. Small transport X then questioned his assigned altitude and questioned 'level at FL270 or FL280.' small transport X also stopped his descent and climbed 100 ft. Small transport X was told level at FL270 in less than a min. Small transport X did not comply. Turns were issued to air carrier Y and small transport X. Small transport X was issued a 360 degree heading. Small transport X only turned approximately 30 degree left from his 60 degree heading. He should have turned 60 degrees left to a 360 degree heading as he was told.

Narrative: SMT X, C550, WAS ENRTE DSNDING FOR CHOP ON A HDG FOR TFC. ANOTHER ACFT BECAME TFC (ACR Y) FOR SMT X. SMT X WAS ASKED RATE OF DSCNT. RATE WAS SUFFICIENT FOR SEPARATION. SMT X WAS ALSO TOLD TO BE LEVEL AT FL270 IN A MIN. SMT X THEN QUESTIONED HIS ASSIGNED ALT AND QUESTIONED 'LEVEL AT FL270 OR FL280.' SMT X ALSO STOPPED HIS DSCNT AND CLBED 100 FT. SMT X WAS TOLD LEVEL AT FL270 IN LESS THAN A MIN. SMT X DID NOT COMPLY. TURNS WERE ISSUED TO ACR Y AND SMT X. SMT X WAS ISSUED A 360 DEG HDG. SMT X ONLY TURNED APPROX 30 DEG L FROM HIS 60 DEG HDG. HE SHOULD HAVE TURNED 60 DEGS L TO A 360 DEG HDG AS HE WAS TOLD.
