Narrative:

On approach to pbi approximately 15 mi northeast of airport, heading 180 degrees for radar vector to visual approach to runway 27R, descending to 3000 ft. Just prior to leveloff, I observed a white, high wing single engine (cessna type) aircraft directly in front of us and slightly below us, same direction of flight. First officer flying took evasive action and climbed to 3500 ft. We had no TCASII warning. Aircraft obviously had no transponder. Advised approach control who then stated they had a very weak primary target in that area. Solution: require transponder on all aircraft!

SOLUTION: REQUIRE XPONDER ON ALL ACFT!
