Narrative:

After pushback we had to wait on a taxiway for approximately 1 hour due to the passage of a thunderstorm. When finally cleared to taxi, we were sent to runway 27. We were cleared into position to hold. The tower then gave us departure instructions, stating '...wind 050 degrees at 17 KTS, cleared for takeoff.' I knew that meant we had a strong tailwind component. I didn't think that we exceeded the maximum allowable tailwind component of 10 KTS, and I was go-oriented. During cruise, I determined that the effective tailwind component was 11 KTS. While I feel I made a mistake in taking off, instructions and clearance from the tower contributed to this incident. Our instructions were the first indication that a strong tailwind existed. I was advancing the power as the tower gave us our takeoff clearance. In the future, I will not initiate (commit) to the takeoff until I hear the words, 'cleared for takeoff.'

Title: THE FLC TOOK OFF WITH EXISTING TAILWIND COMPONENT 11 KTS AND THE MAX CERTIFICATED TAILWIND FOR TKOF IS 10 KTS.

Narrative: AFTER PUSHBACK WE HAD TO WAIT ON A TXWY FOR APPROX 1 HR DUE TO THE PASSAGE OF A TSTM. WHEN FINALLY CLRED TO TAXI, WE WERE SENT TO RWY 27. WE WERE CLRED INTO POS TO HOLD. THE TWR THEN GAVE US DEP INSTRUCTIONS, STATING '...WIND 050 DEGS AT 17 KTS, CLRED FOR TKOF.' I KNEW THAT MEANT WE HAD A STRONG TAILWIND COMPONENT. I DIDN'T THINK THAT WE EXCEEDED THE MAX ALLOWABLE TAILWIND COMPONENT OF 10 KTS, AND I WAS GO-ORIENTED. DURING CRUISE, I DETERMINED THAT THE EFFECTIVE TAILWIND COMPONENT WAS 11 KTS. WHILE I FEEL I MADE A MISTAKE IN TAKING OFF, INSTRUCTIONS AND CLRNC FROM THE TWR CONTRIBUTED TO THIS INCIDENT. OUR INSTRUCTIONS WERE THE FIRST INDICATION THAT A STRONG TAILWIND EXISTED. I WAS ADVANCING THE PWR AS THE TWR GAVE US OUR TKOF CLRNC. IN THE FUTURE, I WILL NOT INITIATE (COMMIT) TO THE TKOF UNTIL I HEAR THE WORDS, 'CLRED FOR TKOF.'
