Narrative:

ILS frequency of runway 35R would not pick up/receive so at the last min we were switched to runway 35L. Runway 35R was legal at the time. The RVR at runway 35L was reported 1600 ft RVR at touchdown although when we got down to minimums, we saw the lights at 200 ft, and shortly thereafter the runway, so we landed. We were operating far part 91, so in the short amount of time that we had to land, I was unclr as to if we were legal to land.

Title: FLC OF AN ATX JET LANDED WHEN THE RPTED VISIBILITY WAS BELOW THAT PRESCRIBED IN THE STANDARD INST APCH PROC, BUT THE FLT VISIBILITY MET CONTINUING TO LAND BELOW THE DECISION HT.

WE WERE OPERATING FAR PART 91, SO IN THE SHORT AMOUNT OF TIME THAT WE HAD TO LAND, I WAS UNCLR AS TO IF WE WERE LEGAL TO LAND.
