Narrative:

Location: uio. When approximately 30 seconds after takeoff, runway 17, and while executing the #5 SID, ATC abruptly and without reason, re-clears us for the #1 SID. We were in the middle of cleaning up the aircraft, on an extremely busy and critical phase of flight, when we are cleared to perform additional and totally unnecessary tasks merely for the convenience of the uio controller. It is illegal to clear an aircraft to execute a different SID, one which is not defined by navaids in use, or course line, currently being executed. It is hazardous, illegal, and there was no good reason for it. It required a complete and hasty reference to the different SID, during an extremely hazardous phase of flight.

IT IS ILLEGAL TO CLR AN ACFT TO EXECUTE A DIFFERENT SID, ONE WHICH IS NOT DEFINED BY NAVAIDS IN USE, OR COURSE LINE, CURRENTLY BEING EXECUTED. IT IS HAZARDOUS, ILLEGAL, AND THERE WAS NO GOOD REASON FOR IT. IT REQUIRED A COMPLETE AND HASTY REF TO THE DIFFERENT SID, DURING AN EXTREMELY HAZARDOUS PHASE OF FLT.
