Aircraft X climbing to FL310 and air carrier Y, a DC8 inbound to sdf. Controller turned both aircraft and tried to climb air carrier X, a challenger jet, and descend air carrier Y. Vertical separation was lost (700 ft and 3 mi). The controller failed to provide lateral separation prior to attempting to swap vertical altitudes.
