Narrative:

Both aircraft were told to taxi to runway 10 at intersection C. Parallel taxiway is closed, has been for 4 months. Both aircraft tried to back taxi on runway instead of holding short at intersection C. Construction delays on taxiway construction has gone on for 4 months. Due to dispute between a/P management and contractor, taxiway has been closed too long. Long delays and safety are increasing issues.
