Narrative:

I was flying inbound to hvr on a scheduled flight under 14cfr135 in a BE99 airliner. The director of operations for my company was on board acting as a flight crew member. He was conducting a performance evaluation which would determine my status with the company. Prior to leaving hvr on the previous evening, he stated that he would be 'acting as my copilot,' and was 'just here to observe the operation.' when we were inbound to hvr, he asked me to wear a view limiting device, so that I could demonstrate my proficiency at flying solely by reference to instruments. I was conducting a VOR approach to runway 7 at hvr. He instructed me to execute my procedure turn outbound inside delan (which is the FAF). I refused, stating that we were still inside delan. He became irate, and kept telling me to turn. When we were outside delan, I turned outbound. I then executed my procedure turn inbound, and captured the inbound course. At delan, I extended the landing gear. A few seconds later he retarded the power lever for the right engine to the 'flight idle' position. I attempted to move the power lever forward, but he grabbed it, again returning it to the 'flight idle' position, now holding it there. This position yields less than zero thrust, and when I later discussed this situation with the chief pilot, he felt that since there was cargo on the aircraft, it was an illegal operation. At the time I felt that the best course of action would be to fly the plane as best I could, given the circumstances. I elected to continue for a landing on runway 7. This course of action still seems safest since it would cause him to be out of the aircraft as quickly as possible. I do not consider this man to be safe in an aircraft, and feel when he changed the 'game plan' once we were in the air, he contributed to an unsafe situation, irrespective of its legality. We landed on runway 7 without incident.

Title: DURING AN EVALUATION FLT, THE DIRECTOR OF OPS TOLD THE PF TO MAKE AN INAPPROPRIATE PROC TURN INSIDE OF THE FAF AND RETARDED AN ENG'S PWR LEVER TO BELOW ZERO THRUST. THE PLT RPTS THAT HE DID NOT FOLLOW THE DIRECTOR OF OPS INSTRUCTIONS AND DISAGREED WITH HIS TECHNIQUE FOR SIMULATING AN ENG FAILURE.

Narrative: I WAS FLYING INBOUND TO HVR ON A SCHEDULED FLT UNDER 14CFR135 IN A BE99 AIRLINER. THE DIRECTOR OF OPS FOR MY COMPANY WAS ON BOARD ACTING AS A FLT CREW MEMBER. HE WAS CONDUCTING A PERFORMANCE EVALUATION WHICH WOULD DETERMINE MY STATUS WITH THE COMPANY. PRIOR TO LEAVING HVR ON THE PREVIOUS EVENING, HE STATED THAT HE WOULD BE 'ACTING AS MY COPLT,' AND WAS 'JUST HERE TO OBSERVE THE OP.' WHEN WE WERE INBOUND TO HVR, HE ASKED ME TO WEAR A VIEW LIMITING DEVICE, SO THAT I COULD DEMONSTRATE MY PROFICIENCY AT FLYING SOLELY BY REF TO INSTS. I WAS CONDUCTING A VOR APCH TO RWY 7 AT HVR. HE INSTRUCTED ME TO EXECUTE MY PROC TURN OUTBOUND INSIDE DELAN (WHICH IS THE FAF). I REFUSED, STATING THAT WE WERE STILL INSIDE DELAN. HE BECAME IRATE, AND KEPT TELLING ME TO TURN. WHEN WE WERE OUTSIDE DELAN, I TURNED OUTBOUND. I THEN EXECUTED MY PROC TURN INBOUND, AND CAPTURED THE INBOUND COURSE. AT DELAN, I EXTENDED THE LNDG GEAR. A FEW SECONDS LATER HE RETARDED THE PWR LEVER FOR THE R ENG TO THE 'FLT IDLE' POS. I ATTEMPTED TO MOVE THE PWR LEVER FORWARD, BUT HE GRABBED IT, AGAIN RETURNING IT TO THE 'FLT IDLE' POS, NOW HOLDING IT THERE. THIS POS YIELDS LESS THAN ZERO THRUST, AND WHEN I LATER DISCUSSED THIS SIT WITH THE CHIEF PLT, HE FELT THAT SINCE THERE WAS CARGO ON THE ACFT, IT WAS AN ILLEGAL OP. AT THE TIME I FELT THAT THE BEST COURSE OF ACTION WOULD BE TO FLY THE PLANE AS BEST I COULD, GIVEN THE CIRCUMSTANCES. I ELECTED TO CONTINUE FOR A LNDG ON RWY 7. THIS COURSE OF ACTION STILL SEEMS SAFEST SINCE IT WOULD CAUSE HIM TO BE OUT OF THE ACFT AS QUICKLY AS POSSIBLE. I DO NOT CONSIDER THIS MAN TO BE SAFE IN AN ACFT, AND FEEL WHEN HE CHANGED THE 'GAME PLAN' ONCE WE WERE IN THE AIR, HE CONTRIBUTED TO AN UNSAFE SIT, IRRESPECTIVE OF ITS LEGALITY. WE LANDED ON RWY 7 WITHOUT INCIDENT.
