Narrative:

Cleared for visual approach to runway 22 lga, maintain 2500 ft until turning final. Switched to tower as advised. The tower appeared to be caught off guard and was not ready for us. He turned us back to a heading of 040 degrees. Told us to maintain 2000 ft, we were already at 1500 ft. He questioned our altitude however, told us to maintain our present altitude. We explained that we thought we were complying. Landed uneventfully.
