Narrative:

Level 7000 ft, heading 180 degrees, assigned for traffic being vectored for visual approach to sna runway 1L. RA maximum climb alert. Approach reported flight of 3 F18's level 6000 ft. Immediately responded to RA until clear of conflict message when passing 8100 ft. Returned cautiously to 7000 ft due to TCASII descent restr of 1500 FPM since traffic was still indicating directly underneath us. Since we were initially level, suspect the F18's were not.

RETURNED CAUTIOUSLY TO 7000 FT DUE TO TCASII DSCNT RESTR OF 1500 FPM SINCE TFC WAS STILL INDICATING DIRECTLY UNDERNEATH US. SINCE WE WERE INITIALLY LEVEL, SUSPECT THE F18'S WERE NOT.
