Narrative:

I arrived at the FBO to perform my duties as pilot to transport cargo from eau-stp. I was informed by dispatch that for several mechanical and unscheduled flight delays no approved part 135 aircraft were available for my first leg. I was informed that an aircraft would be available within 45 mins to 1 hour past my scheduled departure. I inquired if any of our other line aircraft were available -- they were. It was a very good VFR day. I needed to take 1 small 20 pound carton to a courier who would be waiting for me at stp, so I took it there in a C172. Dropped it off, returned to eau immediately. Secured my C414, returned to stp and flew the rest of the scheduled route as normal. My only motivation was to do my job -- get my cargo where it needed to go on a timely basis, with the minimum of delay and hassle. Please contact me if additional information is needed or required. Callback conversation with reporter revealed the following information: reporter states that he is normally a 'by the book person.' the company had a couple of incidents which along with poor WX caused some major delays in deliveries. He was anxious to get the job done and the flight was only 68 mi away. It seems an employee who was due to be an ex-employee decided to make a phone call to the FAA. Reporter has received a letter and later a notice that the FAA is sending the case to the region for further action. He has no idea what will happen.

Title: USE OF PART 91 ACFT FOR A PART 135 CARGO MISSION.

I NEEDED TO TAKE 1 SMALL 20 LB CARTON TO A COURIER WHO WOULD BE WAITING FOR ME AT STP, SO I TOOK IT THERE IN A C172. DROPPED IT OFF, RETURNED TO EAU IMMEDIATELY. SECURED MY C414, RETURNED TO STP AND FLEW THE REST OF THE SCHEDULED RTE AS NORMAL.
