Narrative:

I was on final approach for runway 16 into palwaukee municipal after breaking out of clouds on the ILS. The ATIS winds were reported to be 230 degrees at 21 KTS gusting 35 KTS. Given my crab angle, the crosswind appeared to be too great for runway 16. After asking tower for wind check, 230 degrees, 21 KTS gusting 40 KTS, I elected to use runway 24 and entered a wide right downwind to base. Airspeed on final approach was approximately 110-115 KTS. Over runway threshold at approximately 20-30 ft AGL I reduced power in anticipation of landing flare. The gusting wind apparently subsided at this time, airspeed dropped as I added more power. At this time the airplane pitched over (fwd) and to the right and bounced off the runway. I was at takeoff power and elected to go around. After establishing climb, gear retracted, I entered left crosswind and then downwind for runway 24. I had noticed shortly after takeoff the right engine was vibrating and did not sound normal. Suspecting a propeller strike on the right, I reduced propeller RPM on both engines and extended the landing gear for stability. With no green lights on gear indication, I pulled gear motor circuit breaker and hand cranked approximately 3/4 to 1 turn and got 3 green. After turning left base for runway 24 I asked tower for a low pass to visually look at landing gear position. Soon after on final approach, I elected to land given the uncertain condition of right propeller and that the tower said gear appeared to be down. Landing was normal onto runway 24, but on the rollout there was no braking on right side. Airplane was stopped at end of runway, I shut down both engines then noticed bent right propeller blades (3). Ground tug was sent to pull airplane off runway as per my request, given propeller and brake condition. In my opinion some of the contributing factors in this occurrence include the gusty/windshear conditions and pilot's reluctance to maintain additional airspeed (as gusty conditions dictate) on short final given the shortness of landing runway -- 3652 ft usable. Pilot was near completion of 3.7 hour flight, mostly in VMC, well rested, in good physical/mental condition and proficient in crosswind landing technique.

GIVEN MY CRAB ANGLE, THE XWIND APPEARED TO BE TOO GREAT FOR RWY 16. AFTER ASKING TWR FOR WIND CHK, 230 DEGS, 21 KTS GUSTING 40 KTS, I ELECTED TO USE RWY 24 AND ENTERED A WIDE R DOWNWIND TO BASE. AIRSPD ON FINAL APCH WAS APPROX 110-115 KTS. OVER RWY THRESHOLD AT APPROX 20-30 FT AGL I REDUCED PWR IN ANTICIPATION OF LNDG FLARE. IN MY OPINION SOME OF THE CONTRIBUTING FACTORS IN THIS OCCURRENCE INCLUDE THE GUSTY/WINDSHEAR CONDITIONS AND PLT'S RELUCTANCE TO MAINTAIN ADDITIONAL AIRSPD (AS GUSTY CONDITIONS DICTATE) ON SHORT FINAL GIVEN THE SHORTNESS OF LNDG RWY -- 3652 FT USABLE. PLT WAS NEAR COMPLETION OF 3.7 HR FLT, MOSTLY IN VMC, WELL RESTED, IN GOOD PHYSICAL/MENTAL CONDITION AND PROFICIENT IN XWIND LNDG TECHNIQUE.
