Narrative:

We were flying the milton 8 arrival to lga and were given a clearance to cross vibes at 13000 ft. The aircraft was in a VNAV descent mode when I noticed that we were approximately 3-4 mi from vibes and still at approximately 18000 ft. At this point the captain selected flight level change and extended the speed brakes, resulting in a descent rate of 5000-6000 FPM. We crossed vibes at approximately 15000 ft in a rapid descent. We discussed this with center and no conflicts were noted.
