Narrative:

We were cleared for the intercept of lda runway 28R and had started the intercept. At about 5000 ft they changed us over to runway 28L bay ILS. We were IFR at the time. I voiced an objection but switched over to the bay ILS. We had thoroughly briefed the lda runway 28R so now we had to throw all that out and set up for and brief runway 28L approach. An aircraft passed us on a visual to runway 28L as we came by brijj. I think they were switching to visual approachs as we were doing our approach. In my opinion, the switching of approachs at the last min in IFR conditions is unsatisfactory.

Title: SFO RWY 28R LDA AND BAY ILS RWY 28L APCH EVALUATION.

Narrative: WE WERE CLRED FOR THE INTERCEPT OF LDA RWY 28R AND HAD STARTED THE INTERCEPT. AT ABOUT 5000 FT THEY CHANGED US OVER TO RWY 28L BAY ILS. WE WERE IFR AT THE TIME. AN ACFT PASSED US ON A VISUAL TO RWY 28L AS WE CAME BY BRIJJ. I THINK THEY WERE SWITCHING TO VISUAL APCHS AS WE WERE DOING OUR APCH. IN MY OPINION, THE SWITCHING OF APCHS AT THE LAST MIN IN IFR CONDITIONS IS UNSATISFACTORY.
