Approach cleared us to 10000 ft. Passing 11000 ft got TCASII TA 'traffic,' followed by RA 'don't descend.' leveled at 10700 ft. P3 passed off left at 100 degrees about 3 mi. Called approach. They thought they had cleared us to 11000 ft. Later discussion suggested they had in fact cleared us to 10000 ft. The old 11000 ft versus 10000 ft problem!

Title: ATC ASSIGNED THE FLC TO DSND TO 10000 FT MEANING TO ASSIGN THE FLT 11000 FT. THERE WAS AN ACFT AT 10000 FT THAT SET OFF THE TCASII RA. THE CREW RESPONDED AND MISSED THE ACFT 700 FT AND 3 MI.
