Narrative:

On climb out from ewr, passing approximately 17500 ft we were cleared to 28000 ft, because of turbulence we asked for 24000 ft. We started back down at 27500 ft. Leveling at 24000 ft we noticed an altitude discrepancy at the same time ATC said they showed us at 23300 ft. (Captain) and first officer noticed they had not set altimeter to 29.92, which was corrected immediately. I feel the reason for this, was multiple altitude changes because of turbulence and ewr high altimeter setting 30.72 inches. Which all caused undue distraction at transition altitude change from local to high altitude.

Title: LGT FLC FORGOT TO RESET ALTIMETER AT TRANSITION ALT OF 18000 FT ON CLB. THUS, WHEN LEVELING AT CLRED ALT OF 24000 FT, ATC SAID THEY WERE SHOWING 23300 FT. AFTER CORRECTLY SETTING THEIR ALTIMETER THEY LEVELED AT THE RIGHT ALT.

LEVELING AT 24000 FT WE NOTICED AN ALT DISCREPANCY AT THE SAME TIME ATC SAID THEY SHOWED US AT 23300 FT. (CAPT) AND FO NOTICED THEY HAD NOT SET ALTIMETER TO 29.92, WHICH WAS CORRECTED IMMEDIATELY. I FEEL THE REASON FOR THIS, WAS MULTIPLE ALT CHANGES BECAUSE OF TURB AND EWR HIGH ALTIMETER SETTING 30.72 INCHES. WHICH ALL CAUSED UNDUE DISTR AT TRANSITION ALT CHANGE FROM LCL TO HIGH ALT.
