Narrative:
Flight Y was instructed by cdg tower to 'line up and wait' after the departure aircraft. The crew observed an aircraft at an intersection begin its takeoff roll and taxied into position on the runway 10. While in position we had the taxi light and the flashing strobes on. As we taxied into position the crew observed another aircraft on what appeared to be a 5 mi final. After we held in position for awhile we heard the loud roar of jet engines over our aircraft and saw what appeared to be an air carrier X airbus executing a missed approach. Cdg tower then asked us to say our position. We told him we were on the runway, as instructed awaiting takeoff clearance. He got a little heated and seemed to indicate that there was a communication breakdown and that we in fact were not cleared into 'line up and wait' position. He shortly thereafter cleared us for takeoff and the flight to cologne was made without incident. Lessons learned: the air carrier X pilots saw our flashing strobes and executed a missed approach.

Title: NMAC. FOREIGN ARPT, FLC INSTRUCTED TO LINE UP AND WAIT AFTER DEPARTING ACFT. LANGUAGE BARRIER OR CONFUSION REGARDING INSTRUCTION. FLC TAXIED ONTO RWY AFTER ACFT DEPARTED, BUT AN ACFT ON APCH HAD TO GAR. TWR INFORMED FLC THEY WERE NOT CLRED ON RWY.

WE TOLD HIM WE WERE ON THE RWY, AS INSTRUCTED AWAITING TKOF CLRNC. HE GOT A LITTLE HEATED AND SEEMED TO INDICATE THAT THERE WAS A COM BREAKDOWN AND THAT WE IN FACT WERE NOT CLRED INTO 'LINE UP AND WAIT' POS.
